That was a joke hinting at the idea of an amateur trying to build plans they found on the internet that could power the entire world without wires. Flips the switch and accidentally overloads the power grid causing worldwide blackouts, or causes a disturbance similar to a geomagnetic storm. Both have the potential to damage electronics and this outcome can already be observed in nature. Could it happen? Yeah. Will it happen? Probably not.

Look up Mark Marcum. Dude was messing with "time travel" and the story sounds more like he accidentally built a teleportation device. All that from messing around in his house with a lot of energy. Was caught after being the cause of brownouts.
