When is enough actually enough

Let me tell you a story about a young female , who had 3 small kids. She was on her own and thought she met the guy of her dreams, come to find out he was a toxic person. She fought for her life on a daily basis and sometimes it was harder than the day before to try to stay alive. She got a DVP " Domestic Violence Petition " against him, but that didn't work. Nothing would work , the cops always laughed and said go home " so and so ", never a arrest , except the night she held her own, the night she said enough was enough. He kicked her door in , he picked her up and threw her from her front door all the way to her back door, he injured her very badly doing that. but he grabbed her by her hair , in front of her kids , drug her up the stairs , cornered her in the tub and continued to beat her in her face and head until she poured blood in front of her babies.
She cried and fought back and hit him as hard as she could but he was stronger then her. He turned to her youngest baby who was four years old and busted him in the mouth, She lost it , she found energy she never knew she had when she saw that man hit her baby boy. She reared back and knocked him on his back , grabbed her baby and took off running , barely making it down the steps and out the door. See the thing was, her window blinds were all pulled up, so everyone in the apartment complex saw what he was doing to her but the neighbors never did a damn thing to help her or her babies. But when she made it out the door the cops were pulling up in front of the apartment. He was arrested "finally" not sure how long he was in jail for because she packed her stuff and left and never looked back. This is my story , its been 26 years since this happened to me. I live with this and the pain from the injuries daily. Now someone tell me how is a piece of paper gonna keep any one away who has a agenda ? Or who is drunk, on drugs or so full of rage that they want to literally hurt that person they go after to intent to hurt . The laws need to be changed, there needs to be consequences for their actions, not 48 hours in jail and then sent home.
