You buy stuff on Tradeogre with bitcoin, so in the list of coins in the bitcoin line click on "Deposit" to get the address of the bitcoin wallet assigned to you. Use it to deposit bitcoin. If you don't have any crypto to begin with you will probably have to buy it with some other exchange or service which requires photo ID.
Another option is to get a wallet like Exodus then buy coins from a crypto-ATM and send it from the wallet to the exchange. Up to a certain limit, it generally requires little to no identification.

Transfer/sell some of your BTC.
Send some XMR onto it, swap it for BTC, then swap that for XEQ.
That's what I did, XMR is great since it's very cheap to transact and leaves no trace.
