it is deeply in people's culture. for example oriental people thank each other easier than american. their culture makes them more polite.
being sorry also differs. when a japanese is sorry for what he has done, he may even commit suicide!! which is way out of balance (in my belief)

Is it still applicable now? I think most of the time Japanese now a days is polite and helpful but I know that when at home they are still like older days man is superior than woman.
I admit i cant say all japanese are polite or elite or ...
But the majority of them respect many old traditional behavors which are aspects of politeness
