Don't wanna accuse people of something with no solid evidence (although quite obvious :P)
The judiciary itself was showing signs of lop-sided behaviour. A cop can catch a 200 ringgit thief, a judge can met out 15 years or 15 days. And usually than not, the 200 million thief gets the "cheaper" deal. Justice department.
