Switzerland does have a pretty big drug problem from what I've seen. Loads of junkie beggars and not the kind sitting on a corner; they come up to people and ask for money. You can't have a walk through the center of Bern without being pestered at least once.
And in some caffes in southern Europe if you get a metal spoon it will have a hole in it. They drill them so that junkies won't take them.
