the biggest problem here is that in the old days, black men in particular were executed by the white police/justice system without too much concern for their rights. Now there is an obsession with the fear of executing the wrong person. so there is no effective deterrent for crime, especially violent crime. If I wanted to steal and knew that if I was caught I would have my hand chopped off, I would rather not steal
