So are these blackhat or whitehat hackers? I don't think just because they help government that means they are necessarily hacking for good.

The whitehat and blackhat terms are rarely used anymore. They're just another business industry imo. Weapons are also sold all around the world, that doesn't mean the people that make them or sell them are "evil".
