In reality, all CPUs are sold underclocked to give the illusion of overclocking and satisfy the nerds. This is just another CPU with a high spec, I doubt anyone will be able to overclock it beyond that 5 Ghz.

They actually bin the CPUs. Many of them are the same CPUs are sold as different models depending on how they "test". This way they don't have to make as many individual models. The process of binning (choosing labeling CPU near what they benchmark) tends to keep the tolerances tight.
