Laser and directed energy weapon technology is a sadly inevitable outcome of the unevolved fascination with developing ever more advanced weapons (instead of developing ever more balanced psychology and society). While large scale DEWs have been seen on ships and planes for a long time - it isn't often that we publicly see a hand held weapon that can do much more than annoy people.. That has changed now.
The South China Morning Post recently reported of this assault rifle sized weapon and its ability to covertly set fire to flammable material, such that the event would look like an accident and no-one would know how the event was triggered:
The ZKZM-500 laser assault rifle is classified as being “non-lethal” but produces an energy beam that cannot be seen by the naked eye but can pass through windows and cause the “instant carbonisation” of human skin and tissues.
Ten years ago its capabilities would have been the preserve of sci-fi films, but one laser weapons scientist said the new device is able to “burn through clothes in a split second … If the fabric is flammable, the whole person will be set on fire”.
In the event of a hostage situation it could be used to fire through windows at targets and temporarily disable the kidnappers while other units move in to rescue their captives.
It could also be used in covert military operations. The beam is powerful enough to burn through a gas tank and ignite the fuel storage facility in a military airport.
Because the laser has been tuned to an invisible frequency, and it produces absolutely no sound, “nobody will know where the attack came from. It will look like an accident,” another researcher said. The scientists requested not to be named due to the sensitivity of the project.
They have also released an automatic 'machine gun' version:
Chengdu Hengan Police Equipment Manufacturing company, a major hardware supplier for Chinese law enforcement agencies, also released a laser “machine gun” last month.
The weapon has a range of 500 metres and it can fire several hundred shots per charge, according to the company’s product brochure.
Real World Application?
Given that this weapon type has been specifically ear marked for use by 'anti terrorist' police and for crowd control, it seems more than likely that that we will be seeing 'spontaneous combustion' of people and nearby things where political dissent is taking place. How can you have any kind of pretext of a fair and balanced society when the prevailing political power can secretly set fire to anyone who questions them in ways they don't like? You cannot. The fact that this isn't being highlighted as a major problem for humanity by those involved speaks volumes about their intent here.
There are surely justifiable uses too - as with cases of hostage taking or other such crimes, but as usual when we are dealing with weapons systems; the potential for misuse is probably as great if not greater than the risk posed by the crimes that they can be justifiably used against. As always, then, the requirement is for us all to take personal responsibility to grow in personal self empowerment, compassion, intelligence, wisdom, balance and ability - such that together we all prevent overpowering of free will and so that all such problems become a thing of the past.

We are heading towards T2 times. Crazy governments will always turn against their populations and within a few short years they will have no use for human police officers and then we are into Robocop times and it ain't too far away. They are already available and ready to roll, maybe Union problems to be crushed first but we will see them in my lifetime and I am already half past + 1.

I think you are right that this type of technology has more potential to be used for evil and to further the agenda of the state then for good. I'm not sure exactly where humanity is headed but it is not looking good at this point...
Journals are propaganda. The Chinese government isn't more reliable than this journals but the Chinese government didn't announce such a thing.
It's doubtful that such a laser could be made portable with today's technology.
Such lasers take a huge amount of energy.

Since I am not part of the research project in China I am obviously not 100% sure of the full details here. I do, though, notice - that the piece you have linked here is inaccurate in its coverage of the piece from the South China morning post.. I am not sure if that is due to a propaganda war or just a mistake. For example, 'The Drive' states:

So they are being clear that, no, this weapon does not turn people into smoking piles of ash - at best they say it might burn the outer layers of skin on a person, maybe like holding a magnifying glass on someone for a few seconds on a hot day (except the burning might occur more quickly). The piece states clearly that to actually 'carbonise' a person would require a lot more energy.
There is a video on the page I linked which claims to show a demonstration of the effects of the device, in which it basically just burns a small piece of material at a distance.
It is surely possible that the Chinese piece is inaccurate propaganda, but I would say that same is true of the piece from 'The Drive' too ;)

I don't think this is being disputed by 'The Drive' - however, having searched for the website in question, all I can see is countless sites repeating this story.. I presume that the site being referenced is in Chinese and that none of the reporting sites has found it and translated it.
I still feel like it's a very sensational reporting and even more important I don't think a battery mounted on a little device can pack enough punch to do what the Active Denial Weapon developed by the US does. It simply doesn't seem to add up.
Most mainstream media sources are controlled and funded by governments and their cronies - so they will not miss an opportunity to try to make their 'team' look better.
The claim is that huge amounts of money have been invested into miniaturising larger technologies into smaller formats. This is how technology in general has evolved in many fields over the last few decades. I don't know anything at all about how this is said to be being achieved on a technical level, but I have no reason to judge in advance of knowing that it is either real or fake.
My research and the whistleblower testimony of many (up to and including the CEO level of the world's biggest weapons manufacturers) shows that the technology that they have behind the scenes is like star trek compared to what the public know about.
