It can't be, tequila has to be made in Mexico. That being said, craft distillers are popping up in the U.S. making spirits from blue agave. Here are a few in alphabetical order:

Most of these companies are importing the blue agave nectar (juice) from the tequila areas of Mexico. It doesn't appear that anyone is processing the raw blue agave here yet, probably since the blue agave needs 8 to 10 years to mature. The fermentation and distilling is completed at the distilleries here in the states. Aging is done in either bourbon or rum barrels which should add some distinctive flavors.
Even though these distilleries aren't subject to the Mexican laws governing the use of the name "Tequila", the NAFTA agreement does. In the NAFTA agreement, Chapter 34 Annex 313, protects names of spirits for each of the three countries. For Canada it's Canadian Whisky, for the U.S. it's Kentucky Bourbon and Tennessee Whiskey, and for Mexico the names Tequila and Mezcal are protected.
Luckily I live near one of these distilleries, Hard Truth Distilling Company. Hard Truth just completed their first batch of Agave Spirit in November of 2017 and only have a few bottles left. Some friends and I will make a trip, it's only about 30 minutes, to give it a try. Even if we miss getting a taste we will get to visit a sister company Quaff On! Microbrewery.
