I think the fact that regulation is coming, to the ICO market at least, is a positive step.
This doesnt sound like a scam to me, just over excitement on the part of the buying public along with no parameters for those holding the ICO. They just took all the money offered without any concern about what was really happening.
The truth is not all plans work out and businesses fail. People are going to lose in this space along with every other one. However, it is easier to deal in lose when fraud and scams are removed.
