Older car, wasnt insured, would have paid too high. Hence the officer gave a card should we need emotion support -I think the officer thought the van we have on the drive way is a moving van (its u-haul van), as in we just moved to the town. She was really sorry for us. But the van is actually my food truck, not a moving van.
