Doctor Worm's Minnow-Making Machine is a user-level curation initiative designed to support the account growth of high-quality posters through the expanded power of minute-zero votes. It's an outgoing support initiative, not a vote-trading scheme. Support from our users is appreciated but not expected.
Dr. Worm is run by @tcpolymath and currently the only way to get into the program is to attract his attention through your posting.

Problems with Steemauto over the weekend and then a full-blockchain crash cut down both the autovoting effectiveness and the posting frequency. Hopefully things will go more smoothly next week.
One of @particleman's users became the first one to level up by buying Steem when the price was low, so I had to quickly create the level-up requirements. Those of you getting close to that point might want to think about your ideas ahead of time.
