On the west Coast of Canada, my City recommends 3 days worth of Preparation and lists items suggested like Water, food, first aid kit, flashlights, etc.
Personally, dealing with a statistically expected overdue large magnitude earthquake will require more than 3 days supply. Judging from other natural disasters a minimum of 6 weeks, I am about 8 weeks, but knowing the reality is that most people around me are simply not prepared at all or in denial.

Three days is a little light-on for me and your eight weeks...Probably about right. The reality, as you point out, is that many have zero-prep. It's those who come knocking when they need something...Jumping fences, stealing and looting...Getting shot in the chest...All avoided by a little preparation ahead of time.

Parts of Aus (The tropical north) are a little better prepared as they have cyclones but in the main I'd say that the greater majority of the country, or most countries are woefully prepared, if at all.
