I would reckon that vaccines should be improved, not dismantled. Your solution does not take into account the scientific breakthroughs that have occurred every decade.
Also the number you gave me is about 0.002% of all americans, btw. I don't buy that as a reasonable indicator.
That number is issued by the government for allegedly over the past 30 years, and you can bet your ass the actual number is higher. Also not all Americans are vaccinated especially in the past 30 years, and to compare that with the number of Americans is disingenuous. And last but not least, that number is for instant serious damages and in some cases instant death that have raised eyebrows and gone after compensation, not the thousands of issues that are raised or exposed in later stages of life in the lives of people some of whom have never thought it might be because of a vaccine they got when they were a kid.
