Calling All Tool Nerds! WTF Is This? - #11

Here's another something I've come across in
organizing the garage at the @gardenofeden
that is in unknown to me.
I would be super grateful for your help in
identifying WTF this is.



They are made of black metal.



If you recognize this,
please tell me: 

1.  what it is--please be specific--I don't know about these things!

2.  what it's intended to be used for

3.  if it still looks useable for its original purpose

4.  alternative ideas on how to use it.

I'm just guessing here, but it looks to me that those would screw into the end of a target practice arrow shaft (as in a bow and arrow). The screw allows for the tip to stay attached to the shaft and the straight shank provides alignment. Last thing you'd want is misalignment because it would make the arrow not fly true. It isn't a hunting tip because a pointy tip won't cause alot of tissue damage and blood letting (sorry)....

I love the perspective from which people see the possibilities. Haven't had a single response through this series about bows and arrows!! Very interesting and probable answer @jrb450.

I got a very precise answer to this one on FB, just in case you're interested:

Tim Mann Shellie Smith Perfect, I believe I know Exactly what it is, I believe that is a dresser for a grinding wheel. When using a grinding wheel they tend to get lop sided, with the machine on you hold the bottom face against the spinning wheel and it gives you a nice fresh edge.

I appreciate your input @jrb450. Hope you'll take a stab at the other items I posted as well!
