@boxmining I'm originally from Bulgaria and been passing through Croatia a few times already and it's been very popular for the European Jet Set people to meet there.
Also been living in France for 10 years and visited South of France a few times and it's also an amazing choice the French Riviera.
To answer your question I think Croatia is a good choiceand its still hot the month of September. The weather in France might be colder but again it depends on each year.

I'd definetely would go with Croatia - apart from Dubrovnik, be sure to see Plitvice Lakes National Park (http://www.np-plitvicka-jezera.hr/en/) and grab some peka (local food). I'm coming back there next year :)

Both are good. Overall I think the food is better in France but Croatia has quite fresh seafood. People are friendlier in Croatia. When I was in South of France several years ago it was so beautiful it seems like the whole area is professionally landscaped. If you like walled cities, the Dubrovnik old town is not to be missed -- the condition and size of the old city is amazing and dates from ~8th century. I was there 5 years ago -- this should be a good time now post peak tourist season, otherwise Dubrovnik is too crowded as many cruise ships drop anchor.
Croatia is better for swimming though it's too late now
