sounds to me like the government is trying to bring back the fear of a nuclear attack as a pretense to go to war with North Korea. They don't like the north and south getting cozier between themselves.

I doubt that there will ever be a war. For the fear generated by a cold war is much more effective on the minds of the citizenry. If people are fearing terrorism or nuclear annihilation, they have little energy left for critical thinking.
I am willing to bet that there are so many purposes for everything it would make our heads spin. You do have good point!
