Very interesting point; and we've seen (in cases like Amsterdam/Switzerland) where the decriminalization of drug abuse has helped their nation prosper.

Rather than tossing them in jail like here in the U.S. where 1% of our population is incarcerated they pretty much go by the "users will be users philosophy" and instead of locking them up, they provide education, reform, safe state-sponsered drug programs, harm reduction, etc.

Switzlerand had 0 heroin overdoses in 2017; after the rampant use of the drug had caused the government to pass (what some might see as radical) a law which permits doctors to give legal heroin to addicts. It's not about them getting clean (unless they want to) then they receive the help they want.

It's about harm-reduction, it's about how we can approach this dilemma/epidemic while using minimal resources and maximizing the efficiency because this "war on drugs" is absolute bollocks!
