Can I ask, where did you read this? I'd like to find the source of this nonsense since it is miss-information. Logic's response above is the correct one.
The blacklist is only for clear abusers, the worst of the worst, and there is no automated procedure, only humans can add someone to it.
Someone told it to me in a discord chat, don't really remember who was it. Thanks for enlightening me. It is a big relief.
It all depends on what kind and how many abuses are caught by cheetah. Cheetah does not blacklist anyone automatically. Every blacklist is done manually by steemcleaners team member after revision of the abuses :-)
