I find it a bit odd that SMTs weren't built far earlier. Integration would have been SOOOOOOO much easier and take far less time with fewer possible problems/collisions/bugs. With Steem as complex as it is no wonder testing will take forever.

Where would you have optimized SMT development in order to speed up the rollout?
Wasn't it one of the key points that has been a focus for over a year?
I would guess the whole ned change over thing probably took a lot of wind out of the push and relegated SMT's to the back burner.
Just seems like such an integral part of the system, one that so many other parts will depend upon and will be effected by, should have been a higher priority.
Over about two years, several changes have been made to support SMTs, even before these latest changes that are about to be tested. We got AppBase, which is important for scalability. Without AppBase, adding SMTs would have been a tall order.
We needed Resource Credits before SMTs. We also got Mira. Similar rationale. Scaling after SMTs would not be a good idea.
You could say that AppBase, Resource Credits, Mira were prerequisites for SMTs.
So, to say that SMTs weren't the focus for over a year is inaccurate.
