I don't think Putin went out and hired them, but I know for a fact he knew about the attack and allowed it. I think it warrants an investigation into whether he sought out the terrorists and sent one of his people with an additional sum to get them to modify the attack for his benefit.
As for America being in a Civil War, this is the first I've heard of it. Are you hearing this from that paranoid, scaremongering, basement-dwelling lunatic, @valued-customer ?

In the world where I live, news is spreading that the military and police are oppressing and arresting American civilians within the United States.
So, There are people who claim that American democracy and capitalism are collapsing.
News is also spreading that the US dollar is losing value as an international currency.
The media, broadcasting, and publishing industries of the world where I live are dominated by Chinese capital.
So, I assumed that the Chinese were claiming for a division in the United States and a civil war!

This is half-true. It's closer to the truth to say "nations are rejecting the idea of having an international currency at all." Some are rejecting dollars and Euros, but it's not as if they're embracing rubles or RMB to replace them. Frankly, the primary use of having an international currency in the first place was to have a set standard to measure other currencies again, and various different parties are trying to get this or that cryptocurrency to take the place of the dollar in that regard.
