This have massive implications to society: reporting, compliance, fines, associated bureaucracy, documentation, interpretation, legal fees, disputes, etc., etc. - burden with a significant cost for everyone, and not just monetary cost but restrictions on freedom with restrictions on every aspect of trade and business activity. That looks like malignant growth of the government for no other reason than growth itself.
