As far as I understand (and I might be wrong), it's essentially a bountysource (https://www.bountysource.com/) but with steem instead of "real" money (fiat).
I'm not sure if utopian.io will be as succesfull as people think, thanks to bountysource. I mean, if steemit proves to be successfull, then utopian.io might be successfull as well, but I doubt steemit will work out in the longer future.
And I'm commenting again: utopian.io is basically steemit.com but for open-source projects. Instead of having blog posts, or pictures or whatever, you've contributions (be it issues or code itself) to open-source projects.

"Meet certain standards" is not defined and is a part of my questioning
A small research led me to the idea that @misterdelegation is another account of @ned, as well as @alpha, @steemit2, @steem (of course, I can be wrong).
In such case this is an excellent usage for Power, undelegated from sweetssj and other accounts: rewarding of volunteers-contributors sounds much better than selling of upvotes.
It would be the same research conclusion that I found when Mister Delegation was created.

I think Utopian seems cool, but I will be totally honest: I am a professional software developer and I am quite familiar with the steem ecosystem in general, but I still don't fully understand what Utopian is. You may want to invest in getting a more clear explanation out there.
