I think the government would be less interested in regulating Steem than they would be interested in regulating the content that would be shared on a Steemit mirror.
They could end up banning Steemit and all related mirrors, and just have a region-locked Chinese Steemit all in Chinese and made ''party-friendly'' for mainland Chinese users...
Users in HK and ROC could still use the regular Steemit (for the foreseeable future).
Chinese users with a VPN connection could also use regular Steemit.
Basically we'd be offering the Chinese market a seriously nerfed/regulated version of Steemit to be used exclusively in PRC (Mainland China). It wouldn't really affect Steemit, but it would definitely affect the price of Steem and the Steem blockchain. Drastically so.

Hmmm, as far as I can tell, VPNs are heavily regulated in China.
I think companies and especially corporations that do business with the outside world can apply for a license to get VPNs in the office. (So they can access google and other kinds of blocked services).
But who can get a legal VPN in China and under what circumstances seems fairly limited.
I've also been to the 5* hotels in Beijing and they have built in VPNs that allow guests (mostly foreign or big business guys) to access unrestricted internet.
As far the common person, there is no way to use a UnionPay or any other form of Chinese digital payment to purchase a working and anonymous VPN like you can in the West.
So it's really not a widely-spread practice.
Obviously Chinese who've traveled abroad and looked into it during their stays abroad probably have come back and use some form of VPN to stay connected with the outside world.
Chinese who've never left China? Is a fat chance they will ever get their hands on such tech

Since most Chinese Tech companies are regulated by the government, an APP with built-in VPN won't be listed on any stores. People will not be able to get access to APP.
I think the main point of this proposal is a compromise with the Chinese regulations. If it's to by pass it, it won't work I believe.

Just need to get a Chinese app-developer from Shenzhen to work on the project. We can design the entire app layout, we mostly need them just to host it and deal with all the regulations.
It would be fucking sweet if mainland Chinese adopted Steem I'm telling you all now
