When you open an account they ask you to accept this rule:
“Our Terms of Service set the rules and guidelines that you must accept and follow in order to use Steemit and our Privacy Policy explains the type of information we collect and what we do with it. Don't worry, we don't sell your data to anyone. We do use it to meet legal requirements and to learn how to make Steemit better.”
Can you specify which term of service of Steemit violated this user? I didn't understand. Thanks for the clarification

Repetitively posting articles/pictures/videos with the same and/or similar content, or recyling content after a period of time or across multiple accounts. Spinning one's own, previously published content, is also considered spam. Some spam is subjective and can be in the form of a single nonsense picture, word or phrase.

Where did you get this rules? Can you quote the link? which reports to Steemit rules?
In my opinion, the definition of Spam found in Steemit's FAQ says other things.
