Changes For Video Tutorials and Tutorials

After the latest rule update we gathered some feedbacks and decided to make further enhancements.

Tutorials and Video Tutorials

Thanks to @buckydurddle for suggesting improvements on this category.

• Removed from the rules the requirement for tutorials and video tutorials to have coding implications.
• Added the following:

End-user focused tutorials must address a minimum of three substantial concepts that are unique to the Open Source project and essential learning requirements for end-users. Preference is given to tutorials that are part of a curriculum (series) of tutorials all of which are sequential and built on previously learned skills and knowledge. Ubiquitous functions, such as Save, Open, and Print are unacceptable as substantial concepts.

Trivial on-screen installation processes are not acceptable as valid tutorials.

Nice improvements and thanks for removing the coding implications from tutorials and video tutorials and plz also remove the option of instant mute because moderators are also humans and they also make mistakes, so give them a option to revoke their decision atleast one time.

@utopian-io I disagree with the changes. Not all but I have my own opinion. Is development community only for steem developer? A tutor must be free to publish his/her own article or any new concept and can teach the whole steemit community ,among them who are intrested. You should have kept any other comparative measure to judge performance. Forcing to follow some criteria might distract them and they may can't reach their potential.
Hope you'll review this and reply me. If I understood or replied wrong please correct me. Thank you
