I cannot say what steem was or was not created for, I can only look at how it works and what is allowed and what isn't. Paid votes are allowed and therefore are going to happen. Rather than fighting something that is not going to go away, I am doing what I can to make them as transparent and user friendly as possible.

You have a fair point. My feeling says that no one is talking about ethics here. At least that's what I have learned so far. You just take it as it is or you quit. So basically everyone is free to try to earn as much as possible no matter how you do it. It feels still strange, but that's what it is.

I don't think this is the case at all. There is tremendous opportunity to create new sites and services built on the steem blockchain other than steemit.com. The new features that SteemIt, Inc is working on will also do a lot to encourage that.
So hopefully there will be lots of new sites that pop up using the steem blockchain in the not-too-distant future which will try to address a lot of the issues many users see on steemit.com right now.
Regarding @upme, there is really not much information in that post but @upme is a very reputable bot that has been running without issue for a long time so I give them the benefit of the doubt in this situation.
