Same here! I read in a previous @valueplan post that they wanted project leaders to approach all keyholders (or at least that was the implication, see quote below, emphasis mine). I am not sure what the preferred way of being approached is though.
The biggest issue is that not enough Hive community members are coming forward with suitable and properly planned projects. Projects must be geared to an external audience, which is more challenging than internal-focused. Individuals also are hesitant to approach all key holders, particularly those they do not know ahead of time.

Do I just '@' them all when I have a solid project proposal? I feel like Value Plan might benefit from creating some sort of intake system (even if it's just a basic Google Form to start or something). That and maybe a project template system to help folks get their proposals into a state that's worthy of being considered.
