Humanitarian aid in Venezuela. ¿Do you understand?

         Venezuela is a country that is going through an acute political, economic and social crisis. Since a few years ago - 2016 to be a little more precise - the Venezuelan people, along with other political leaders, have asked for assistance to the extent of international cooperation. The lack of medicines, the shortage of basic products, the inflation that rumbles gallopingly in the pockets of ordinary Venezuelans, among other chaotic situations, are what make some countries in the world show solidarity with the Venezuelan people. It is worth mentioning that the government of President Nicolas Maduro does not recognize that there is a crisis, so that a "humanitarian aid" would be a kind of "foreign interference". In effect, to affirm the need for such aid would be to recognize the margin of ungovernability in the country and with it the failure of the "21st century revolution" that former President Hugo Chávez founded since 1999, which would later be taken in the first instance by his successor, Nicolás Maduro.

        It is then appropriate to make it clear that institutions do not function properly, - only for a few - by saying this, I want to point out that corruption has come to submerge them at a deplorable level, where social justice, due process, partiality and competition have been undermined by the clutches of a government that manages the state at its whim, disrespecting the magna carta and even moulding it at its convenience. 

        However, in 2019 the figure of Juan Guaidó  arises, who was elected by the legitimate National Assembly as its President. Later and due to the power vacuum, since Nicolas Maduro was sworn in the spaces of an illegitimate Supreme Court of Justice; Juan Guaidó assuming what the constitution of the Bolivarian Republic of Venezuela says, respectively in articles 233, 333, 350 assumes in an open town hall in the city of Caracas the interim presidency of the country, swearing before hundreds of people who support him; A few hours later, different countries around the world would recognize him as the president of Venezuela and in turn, depending on his position, Guaidó assumes the evident crisis that the nation has and allows other countries to provide "humanitarian aid".  

    ¿What is humanitarian aid? 

        Humanitarian aid is a set of measures that are implemented in the face of social emergencies of great scope  or impact. 

  ¿Which countries have participated in the contribution of humanitarian aid to Venezuela?


          1) United States. 20 million dollars.

          2) Canada. 40 million dollars.

          3) Sweden 7.2 million dollars.

          4) Germany 5.7 million dollars.  

  ¿But how does humanitarian aid work?

  In this regard, Caritas Venezuela points it out in the following way:

          «   1) Humanitarian assistance is guided by internationally accepted protocols. For this reason, it does not serve political interests. 
            2) It's for the vulnerable, not for the whole population. It doesn't solve the country's problems. On the contrary, it only mitigates the impact on people who are at high risk of dying and lack the means to deal with the situation.
            3) It's finite. Humanitarian assistance is limited in coverage and time. Its purpose is to help prepare the population to fend for themselves.
           4) It does not supply markets with basic diet foods. Humanitarian aid supplies are mainly therapeutic. Food assistance is usually in the form of supplements for nutritionally deficient children and the elderly.
          5) It cannot replace the State. It is subsidiary and not substitute. 
          6) It should include a strategy for connecting it to development. After the end of the relief and protection  phase while the risks are active, international cooperation funds are needed to respond to the social emergency.
         7) It's necessary in Venezuela. Relief and protection measures are deployed with humanitarian aid. The resources available in the country are not sufficient to cover the scale of current needs.  »    

        The above statutes are also intrinsic to understanding the context of humanitarian aid in the South American country. Humanitarian aid has officially arrived at a collection center in the city of Cúcuta, on the border with Táchira Venezuela; where it has not yet been moved to the country in need, the issue is a little strong, as "the government's" action in such a situation is uncertain. In the coming days will be given more details by the National Assembly and the main figure of the country Juan Guaidó.
