Definitely not a scam :) In some capacities this has been in the works and operational for a few years. They also have working ATMs which accept VIVA and BTC and we're looking forward to higher distribution.
Also consider that VIVA has cut its teeth on remittance so they've already got a foot in the door in a multi-billion dollar business - and they're expanding outreach into education, medical records, and charitable organizations. Those are already in process.
One thing to remember is VIVA Crown is rare. Only one new Crown will be minted per year correction: WEEK. So in crypto world there is a finite amount.
