Suppose a person makes a comment on your post but he doesn't vote. For what ever reason...it's totally up to him.
You feel slighted and annoyed. Why didn't he vote?
He didn't leave you any MONEY!
The solution is..
You vote on HIS comment.
You'll get a 'curation' award.
Admittedly it will be tiny until you get some significant steem power..
BUT.
you benefit in two ways...
you get the curation award.
and you increase your reputation (slightly)
Reputation is ALL ABOUT interaction.
the more you interact (vote, comment, post) the more your Reputation increases.
So don't be pissed off for no vote.

Vote and and reap the rewards.
Good point and... With the new voting structure, I think everyone is still finding their sweet spot. So, maybe they didn't feel like they had enough voting power to vote, but still wanted to acknowledge or comment on your work.
that happens -why upvote if i am only leaving 2c- it doesn't help and better i let my power grow again to help again soon-am now following your good sense too
