it's an option when posting to choose between the normal 50/50 SBD/STEEM payout, 100% STEEM, or payout declined. There are various reasons for someone to use that, but as far as I know it's only the author that can select payout declined for any given post, so if you see the strikethrough on payout it means they chose not to accept rewards for that post.
Maybe they want to invest the money back into the system to help minnows.
tbh it would be 100x better to just vote for them directly in that case, since a few people claim most of the rewards dumping your votes into a void isn't really going to change that ratio any, but if the people making the most decline their payout then it might help I guess
