The state continues to pursue counter-productive legislation and practices.
We're in AZ, where water is scarce. Just outside of Phoenix an Arab has bought thousands of acres and pumps amazing amounts of water into his fields to buy hay. Then he ships the hay back to Saudi Arabia. IOW, he's exporting AZ water to Arabia.
Locally, the county has been at odds with the Indian reservation over water rights for decades. I don't know how long it's been in the courts, but the county ran out of funds to keep fighting, since the reservation gets to use Federal funds for it's legal expenses. What are they doing with their new water supply? Apparently selling it to Phoenix. Now nobody around here cares if they save water. Their attitude - why bother when whatever's left just gets sold to Phoenix anyway? Saving water just means that the reservation gets to sell more.
