Ugh, I would be so annoyed by regular outages. The closest I've come to that is one summer when a nearby power station blew and so they patched us in to somewhere else but throughout the summer they'd have to cut us off here and there to do certain repairs. Living with that all the time would be so unreliable and hard to plan anything. :(

It's so annoying although we are used to it but I believe ours will soon be fixed.
