I can speak for my current city though.
Agency fee- 20 percent of rent fee
Service charge- 10 percent of rent fee
Legal fee 10 percent of rent fee
That's fine I guess.
Here dude is straight up demanding one month rent to be paid to him as finders fee. That's criminal act don't you think. But people here have made it a norm.

What they take here is inspection fee. For every house you inspect, you pay an amount of money which is non refundable π
