It's theory that people can contact with each other through 3 hand shakes .
As example 1st person tells to your neighbor that he needs new home.
2 hand shake - your neighbor tells you that 1st person needs new home.
And finally 3 hand shake you ask Premier to give for 1st person new home
Something like this.
