Maybe this temperature is exceptional there, but it is a pleasant room temperature in most parts of Europe.

Really?? It can't be room temperature here. 😂😂 Everyone has a sweater on.
Probably because the usual temperature is much higher there, and the people, who live there, are used to those temperatures, and the 23 °C feels colder for them than what it really is.
