I was wondering about this. I need to block out some time and learn how to get involved. I owned bts before poloniex froze steem. i liquidated all my assets on polo back then and have not gotten back in yet, but now is a great time to buy

Whaleshares seems like a bad solution to a valid problem.
People post good content and want it discovered. A whale-vote helps elevate that content in the short time frame when it matters most on Steemit. If Steemit had better content discovery features, new users wouldn't necessarily need to rely on whaleshares (or pay-to-vote bots) so much.
I'm sure they would still exist, since whales still want to turn their steam power into something liquid without powering down, but the entire whaleshares system seems like a way to game the steemit system.
We only release them through contests and by rewarding people that have helped us create the various tools we're making to benefit the system so we're not really "gaming the system". We just thought it would be a good way to create some synergy between bitshares and steem while providing a valuable service to new steemians and help spread out the reward pool a little more fairly. Unlike all the pay-to-vote bots all we make off it is curation rewards. Basically, it's a novel way to maximize curation while benefiting 2 ecosystems that we love.
so, what exactly do you have in mind that would be "better"? you may also want to join the discord chat, where WhaleBoT and @RawbinHutt's "Looking For Niche" feature are some additional ideas we are also pursuing (that all go hand-in-hand) to help fellow steemians match interests, thus leading to "better content discovery". For example, if we have the same interests, perhaps we'll also be more interested in each other's posts!
As for building up a "presence" on STEEMIT, you may also find this great article of interest as well: "The Most Valuable Steemit Post Begins In Your Head - Tips To Mazimize Your Social Currency On Steemit".

As for building up presence, it seems really odd for a blogging platform that only incentivizes blogging during a small window of usage.
i.e. If you are a new user, you are not incentivized to blog. You are expected to comment, interact, and get to know the community.
Only have you've grown a following, than you can post whatever you want with decent success, regardless of quality.
And once you've become a whale, you earn more from curation awards than you do writing posts. These curations mean that Steemit is trapped with a small handful of tastemakers instead of opening up the long-tail by allowing people to discover the posts and authors they like outside of the whales or powerful self-votes.
Hence people's current solutions are the follow-for-follow nonsense, the pay-for-vote bots, and the begging-for-whale votes. The system is trying to find a solution, but I think it comes down improving the general UX to fix it.

I think you have quite a few good ideas in regards to UX design. I'll urge you to either write a post about it and/or find the right people to start building your own design, if you have the code- or design-knowledge, which is totally possible with the open-source code of Steemit.

5 Ideas to Improve Steemit's Discovery Features
There's all sorts of apps that have been built to look at STEEM data in different ways, from busy.org, chainbb.com, Zappl (twitter for steemit) and others. I believe the next hard fork 20 may also try and address this somewhat with some new "Community" features:

Also, you have people like @papa-pepper who offered a bounty to be able to search a user's posts by tag.

I've also tried coming up with a few additional things myself. Besides WhaleBoT, I also released the "Hide ReSteems" STEEMIT add-on (via TamperMonkey) that lets you toggle resteems on and off so you can more easily see a user's own posts on both people's feed and profile pages. I also have some ideas on how to possibly monetize beyond 7 days as well, that I have yet to post (as I'd like to also build a small demo first as a sort of "proof of concept").
And of course, it sounds like you've got quite a few more ideas there yourself, maybe you want to consider building a "cooler" interface as well! That's how I believe many of these other projects started out as well. :)
Yea, I'm optimistic from all the projects coming down the pipe. I think the Guild/Community ideas will help a great deal. Ultimately, I think people are aware of the issue, and in the long run, I definitely think they'll be corrected without the duct-tape.
As for building my own tools, time is the one currency that you can't get more of via upvotes. :D
