IMO, if witnesses are blocking a change, supporters of the change should engage in a reasonable good faith effort to convince the witnesses rather than vote them out. Witnesses should be voted out when they are obstinate or forming a power block, rather than because you couldn't convince them to your position. It should be taken for granted that anyone could be wrong about their position.

There is a definite problem with the witness structure. HF17 is a welcome mat to whales to abuse the system. The witness programme needs a thorough overhaul. Conflicts of interest ... not healthy.
