I think having some kind of Steem power allocated for referring people would be a good idea to get the word out. I've let many people know on Facebook and Twitter but of course it would go faster if you received some kind of reward for it.

While it is not simple and could be "gamed" it would be really nice. There are a LOT of online companies that have referral programs that are very successful. The one particularly "easy" aspect for this in regards to Steemit is that Steemit has its own "money" aka Steem of which it can payout.
I my self would LOVE this program as I have already brought over 30 new accounts to Steemit (non of which are my accounts but REAL people) in just one week.
What would make sense is to have a referral program that doesn't give the 'payout" to the one referring until there has been some kind of verification of the account to see that they are actually real people. Maybe say after a successful verified introduce your self post. This seems very doable.
A referral program of this type is difficult to design well, as it's subject to potential abuse. For example, someone with a catalog of fake facebook accounts could "refer" them to the platform and get paid for it. So a lot of thought needs to be put in to developing a referral program. Probably the simplest paid referral program would be one where the people referred bought their initial account, and the referrer got paid for such referrals. But even implementing something like this isn't simple.
