If a new users has to pay a minimum amount, isn't it better just to require the full amount instead of waiting for a week for a discount? The sum isn't really that big.
We could just sell the accounts. What is missing from the Steem ecosystem is an easy way to buy accounts with fiat currencies. I still think this is the simplest solution.
