Yes @potplucker, taking the time to learn about this platform, and reading posts with the steemit tag frequently will be worth your time.
Resteem is a mixed bag. Personally, I try to keep it to a minimum; but, sometimes a post is so right on that it earns the reward.
Overuse clutters your blog page; and, frankly some people have blog pages with nothing but resteems, which can be cool for picking current posts, if you like the niches they follow.
It's a personal decision; but, as noted, even @lexiconial makes exception.
