I just looked through the activity of the accounts and from what I can see there are 2 downvoters - one is the character I have already highlighted as causing nearly all the problems on Hive and the other I rarely see nowadays. In all cases the downvotes were in response to a tirade of accusations and swearing that had zero evidence behind them. It's not surprising they got downvoted. You may have many valid points but this is the real world, where such things need to be evidenced and presenting 'arguments' with little more than verbal abuse gets met with appropriate responses. I've seen people have glasses smashed into their face and hospitalised offline for less than your brother wrote in those posts.

Obviously, since you are talking about SECRET chat rooms, the vast majority of people aren't going to know anything about it, so don't be surprised if people think your certainty that they are in the wrong is met with confusion or ridicule.
I already stated that I had looked for the screenshots he posted and they were gone. You said that you had access to his Discord account and thought that he had done something to the comments. Have you asked him?
You aren't naming any names where when you refer to 'the bully' - so I am not sure exactly who you are referring to.
I'm not blaming anyone and I am not involved per se, I am just seeing if I can help, but from what I can see, the vast majority of people that are aware of the situation either don't feel they have enough evidence to know what is really going on or find the idea of blaming someone else for their cancer due to a cardgame that was voluntarily interacted with to be pretty unlikely/extreme/wrong. You need to view this from other people's perspectives for a moment. Most people have no direct experience of any of this. There are many people who try to scam and extort others every day on blockchains and in Hive etc - it's part of life offline and it gets dragged here too. Any claims that are made about others could either be true or an attempt to scam/extort money. Therefore, genuine victims need to be able to provide detailed evidence of their claim - to the point that courts would accept it.
Stomping into private chat spaces, accusing people of being criminals and swearing your head off is probably going to get you ejected, just like it would in a private place offline.
You also need to understand that this isn't a corporation or pyramid power structure where you can call a manager. Everyone here interacts voluntarily and without any contracts. The net result is that the only people who can do anything about your complaints are those with the most stake - and they rarely agree or get involved in these kinds of situations directly.
It's a challenging situation, but the vast majority of people have no way of helping and those who would be sympathetic don't usually respond to ranting and accusations. You have already accused me of being a criminal, then said you didn't (when you did) and then avoided the situation when I showed you how you actually did. Think for a minute how random people are likely to respond when encountering such things.
