I think that the other witnesses could make this surveillance, because when you vote this transaction is broadcasted but only one witness can perform the inclusion to the blockchain.
If a witness is misbehaving the others can detect that (they would need to run a software that notify that to them)... what do you think?

Yeah, that should help. You would still need statistical tests to tell the difference between manipulation and latency issues. A vote might legitimately be included late simply because it reached the witness late.
But yeah, that would be a way to look for it.
