If you decide to post a photograph or a story, what I think is that it has to be done with enthusiasm and interest.
Quality content (at a personal level) is a type of content that you yourself would like to read. Something that you finish working for Steemit and that you yourself will enjoy the job done and the amount of time put into it.
I like to compare it to making a video game. If you could finish a good game that is fun and enjoyable, it is something of good quality that should be posted. But if you didn't put any interest and create a boring game that you would not like to play...

Hey @deholt, good point. Everything should be done with joy right? But sometimes great things can come out of anger, sadness or other emotions. Sometimes some things can be hard for someone to share. Doubt or being uncertain can kill the enthusiasm completely, but that doesn't mean it still can be valuable right?
And that's why you should talk about why you have created something. What was the intention?
Okay, you caught me there. That is another strong point. It cannot be only out of joy. A sad poem or a taboo topic could have the same value but with different connotations.
But, I also think that the intention matters. It is well differentiable a person who will be doubtful/uncertain of posting (something of value) from a person that shitposts thinking it is easy money.
