First, you have to answer this question: why should anyone want to read your book? What do they get out of it? Do they get transported to another place and time? Will they get all the feels when they follow your characters' love story? Will they learn something?
Figure out the "why" people would want to read your book, and then use that to drive your marketing to find your readers.
Get to know the people through interaction. Let them get to know a little bit about you, and not only about your books. People like to feel they know who the author is and whether they can relate to you, as well as your books. .

If you’re talking about a book you’ve already published and want to get buyers, google marketing for authors.

If you’re talking about a manuscript you don’t know is worthy of becoming a book, then use beta readers and watt pads etc
