It is called Padmasana or lotus position because the shape of legs looks like lotus

How To Do : Sit comfortably on a mat, exhale, bend right leg and place it on left thigh. Same way bend left leg and place it on right thigh, (steps shown in picture above). Sole of the feet should be upward and heel side close to the abdomen, knees should be touching the mat. Head, neck, chest and spine should be inline and erect. Both hands on both knees in gyan-mudra (Gyan-mudra: Touch the tip of thumb and index finger and rest three fingers strait) or make fist of both hands and place it on both knees. Eyes can be closed or open or half open. Breathing should be long and gentle. Alternate your legs when you feel like. Try to extend the time duration day by day which will be more beneficial.

If you have problem overlapping both your legs and sitting in lotus position, You may also try Ardha- Padmasana (half Lotus-Position) by placing one leg on the opposite thigh (shown in picture below). Continue doing this till you feel comfortable enough to do padmasana.
