You sure can upload your video to DTube. DTube isn't owned by Steemit but operates on the Steem blockchain. It's well worth uploading good quality videos. I've been uploading stuff for a little while now and the rewards can be excellent.
And ignore the scam comment below. The guys account just got nuked which is a sure sign he's promoting a scam.
